There are thousands and thousands of "charity" spots, where people training with, e.g., "Team in Training" and raising $X for Leukemia (or whatever) are allowed in. No doubt Holmes could "qualify" in that way even if she's not given an actual exemption (which also happens). A LOT of people run the Boston Marathon without qualifying, and I’m not referring to the bandits.
